It's not just a matter of keeping the gully playground clean from the waste of Chester and other dogs, she says. "It gets into the watershed."
Like any water issue, pet-poop pollution is touchy in the Salt Lake Valley.
All but three canyons -- Emigration, Millcreek and City Creek -- tightly restrict dogs, largely to limit their waste. In Millcreek, dogs are allowed off-leash on odd-numbered days, and in City Creek Canyon dogs are permitted off-leash until they reach treatment plant.
